2027 Federal Transportation Improvement Program
The 2027 Federal Transportation Improvement Program (FTIP) implements transportation projects for federal fiscal years 2026-27 through 2029-30, as planned in the Connect SoCal 2024 Regional Transportation Plan/Sustainable Communities Strategy. The FTIP comprises three volumes: Executive Summary (Volume I), Technical Appendix (Volume II), List of Projects (Volume III (Part A & Part B). Volume II includes the federally required conformity analysis and findings for the SCAG region. Volume III includes a county-by-county breakdown of local highway, state highway, and transit projects.
On July 2, 2026, the SCAG Regional Council authorized the release of the Draft 2027 FTIP for a 30-day public review and comment period.
During the 30-day public review period, the Draft 2027 FTIP received 18 comments, three project-specific, and three related to the funding/financial plan. Due to the substance of several comments received, they will appear in both Connect SoCal 2024 Amendment 2 and the 2027 FTIP. Minor and technical changes to FTIP projects will be addressed in Amendment 1 of the 2027 FTIP. Input from several comments will be considered in the development of Connect SoCal 2050. Importantly, none of the comments or the resulting revisions affected the transportation conformity analyses or determinations.
The SCAG Regional Council approved the 2027 FTIP on Sept. 3, 2026. SCAG anticipates receiving final federal approval for transportation conformity for both the 2027 FTIP and Connect SoCal 2024 Amendment 2 by mid-December 2026.
