Subcommittees
The Audit Committee is responsible for the independent review and oversight of SCAG’s financial reporting processes, internal controls, external auditors, and Internal Audit. The Audit Committee is directly responsible for the appointment, compensation, retention, and oversight of the work of any independent accountants engaged to prepare or issue independent audit reports or perform other independent audit, review, or attest services for SCAG. The Audit Committee is formally established by the Regional Council of SCAG.

The Bylaws and Resolutions Committee reviews proposed changes to SCAG’s Bylaws and any proposed resolutions submitted for consideration by the General Assembly.

The Host Committee comprises Regional Council members who assist with sponsorship solicitation to support the annual Regional Conference and General Assembly.
The General Assembly Host Committee shall not serve as a policy, legislative, or voting body; thus, meetings are not subject to the Brown Act.

This subcommittee will identify opportunities to advance racial equity through the policies and strategies in Connect SoCal and guide how our planning and investments over the next 30 years can address and rectify the effects of racially discriminatory policies in SCAG’s environmental justice communities.

SCAG, subregional organizations, and city councils conduct regional council district elections in accordance with SCAG’s bylaws and the Regional Council Policy Manual. The elections shall be held in even years for even-numbered regional council districts and in odd years for odd-numbered districts.
This subcommittee will advance the direction set in the SCAG Regional Council Resolution on Climate Change Action to consider opportunities for enhanced conservation and how can Connect SoCal support our communities in adapting to changing conditions or mitigating risks to become more resilient.

The Regional Housing Needs Assessment (RHNA) Subcommittee is tasked with making recommendations on RHNA policy and methodology.
The RHNA Subcommittee also serves as the RHNA Appeals Board.

The purpose of the Regional Advance Mitigation Planning – Advisory Task Group was to establish a policy framework for advance mitigation in the SCAG region, and to ensure the SoCal Greenprint is aligned with related policy objectives. This would be accomplished during the current pause on SoCal Greenprint implementation. In addition to establishing a policy framework, the group advised on a white paper on Regional Advance Mitigation Planning (RAMP). The group approved the RAMP Policy Framework and White Paper on November 16, 2022, and disbanded upon reporting to the Regional Council and Energy & Environment Committee meetings. On February 2, 2023, SCAG’s Regional Council approved the Regional Advance Mitigation Program (RAMP) Policy Framework and White Paper.
